IE Commuter $5/Day Rideshare Incentive Guidelines
To be eligible to receive the Rideshare Incentives Program benefits, hereinafter referred to as INCENTIVE, participants must meet all of the following requirements.
- Rideshare Participant must live in Riverside or San Bernardino County. $5/Day program extends eligibility to eastern Riverside County and may be subject to change each fiscal year, depending on funding availability. Residents and employees of employer worksites in Riverside or San Bernardino County, regardless of their county origin, are eligible for a limited time only through December 31, 2022.
- Rideshare Participant must be employed by a company that has a current Employee Incentive Acknowledgment in effect.
- Rideshare Participant must provide their birth date to be used only as a unique identifier.
- Except as further specified, Participant must be currently driving alone. For purposes of this INCENTIVE Program, a rideshare arrangement is defined as a walking, bicycling, buspool, use of public bus or commuter rail, carpool or vanpool. Hybrid teleworking is eligible if the Participant engages in a rideshare arrangement, as defined in the prior sentence, to a Participating Employer's work site at least five workdays per month. Until December 31, 2022, the $5/Day program is open to any participants whether or not previously enrolled in another rideshare arrangement within the last 90 days. After such date, the program is only open to participants not previously enrolled in another rideshare arrangement within the last 90 days.
- Starting after October 18, 2022, if a rideshare participant received an INCENTIVE more than six months ago, the rideshare participant may receive an INCENTIVE again only if the INCENTIVE is for a different commute mode and Rideshare Participant did not rideshare for at least six consecutive months.
- New Rideshare Participants may receive an INCENTIVE of $5.00 per day for no more than three consecutive calendar months, up to $125.
- A rideshare arrangement includes working adults only and does not include transporting children to school and/or day care. Rideshare Participant must commute to work on one or more weekdays (i.e., Monday through Friday) to qualify. An INCENTIVE will also be paid for qualifying weekend work trips as long as the participant works on weekend days as part of a regular shift that includes at least one weekday.
- Participant must use a rideshare arrangement to travel to work a minimum of five (5) days a month to qualify for the receipt of the INCENTIVE.
The following additional provisions apply to the Program:
IE Commuter is not responsible for lost/stolen incentives (gift cards) once delivered to the Employer or the Employer Representative. Once the gift cards are delivered to the Employer or the Employer Representative, the gift cards will not be replaced by IE Commuter.
Incentive Application Forms must be submitted within six months of the first day tracked for payment.
These requirements are a summary of Resolution No. 22-002 adopted by the Riverside County Transportation Commission (RCTC), as supplemented to include provisions applicable to San Bernardino County Transportation Authority (SBCTA) and to include provisions applicable to non-RCTC Measure A funding sources. IE Commuter reserves the right to alter or eliminate the Terms and Conditions of the Commuter Benefits Program including the provision of services and benefits based on commuter need or Commission directive. IE Commuter will inform Employer Representative of any such changes.
Please refer to the Resolution for a complete set of rules. In the event of a conflict between this summary and the Resolution, the Resolution shall be controlling, except the jurisdictional requirements contained in the Resolution shall not apply to SBCTA, or non-RCTC Measure A funding sources. Further, expanded eligibility for non-RCTC Measure A funding sources may also apply.
